Committee members considered the following alternative draft resolutions:
on preparation of a Nationwide programme for restoration of the infrastructure of
regions and cities of Donetsk and Luhansk Oblasts for 2014-2016 (Reg. No. 4442a)
and on Main trends of a balanced development and restoration of infrastructure
of the populated areas of Luhansk and Donetsk Oblasts for 2014-2017 (Reg. No. 4442a-1).
It was noted that the bill registered under No. 4442a aims at initiating elaboration of a Nationwide programme for restoration of the infrastructure of regions and cities of Donetsk and Luhansk Oblasts for 2014-2016 by the Verkhovna Rada which would allow promptly and efficiently secure restoration of the affected regions and ensure proper living standards and well-being of the citizens of Ukraine.
The bill registered under No. 4442a-1 aims at determining the complex of basic measures that should be taken by executive authorities in order to secure balanced development and restoration of infrastructure of the populated areas of Luhansk and Donetsk Oblasts.
The people’s deputies took into consideration the fact that the Ministry of Regional Development, Construction and Housing and Communal Services as well as the Ministry of Infrastructure uphold adoption of the bill registered under No. 4442a-1.
Having scrutinized both legislative proposals, the Committee took the decision to recommend the Verkhovna Rada adopt as a basis the draft resolution on Main trends of a balanced development and restoration of infrastructure of the populated areas of Luhansk and Donetsk Oblasts for 2014-2017 (Reg. No. 4442a-1) and reject the draft resolution on preparation of the Nationwide programme for restoration of the infrastructure of regions and cities of Donetsk and Luhansk Oblasts for 2014-2016 (Reg. No. 4442a).
